The organisation

The Functioneel Parket is a government organization in charge of investigations related to fraud. On average, around 1,000 cases are brought to court every year. The Functional Court (FC), a unit of the department of Prosecution, concentrates on national fraud cases. The FC also works closely with special investigation units such as the Fiscal Intelligence and Investigation Unit, Social Information and Investigation Service and the General Intelligence Services. These investigation units make inquiries into illegal behaviour and the FC checks whether there are sufficient grounds for prosecution. If so, a case is accepted and the court ensures that the suspects are prosecuted.

The establishment of the FC is part of a larger objective within the Department of Prosecution to achieve more: processing cases faster, at a lower cost and with constantly improving quality.

The challenge

The Functional Court must manage nearly 1,000 cases per year with a limited budget and workforce. These projects must be synchronized with the organizational budget and the activities of seventy employees.

Bram Diepstraten lays out the challenge, “We wanted to improve the control we have on the case-progress by introducing Augeo. We need information regarding the financial status of each project.”

The solution

The Functional Court has implemented Augeo5 in order to plan all activities, cases and resources. One of these applications is the planning of criminal cases and reserving capacity for trial so that cases can be brought to court on time. The progress of all activities is of the utmost importance in this process.

All activities carried out with respect to the almost 1,000 cases which are handled per year are planned using Augeo5. These activities are sub-divided into different stages with milestones, beginning with the start of the investigation, up to and including the court hearing. The planning can be displayed on screen as a bar chart diagram.

The seventy Functional Court employees register their time using the fully web-based Augeo5 Timesheet module, bringing complete transparency to available and utilized time and capacity.

“Setting up a telephone tap, for instance, is very expensive. As part of the Activity Based Costing within FC, the cost-price of a criminal prosecution can be monitored and accurately reported” says Bram Diepstraten.It is often difficult for employees to estimate how much time they will need for a particular project.
